When we first saw this vase with it's yellow/gold tint, we thought it was damaged. However, we posted it to the Glass & Pottery Sellers Association boards, hoping someone would be able to explain what caused the damage. Short answer is: not damaged.
Apparently this very topic was raised at an Imperial Glass Convention several years ago, and the word from the Candlewick "gurus" present was that some pieces were produced this way, and in fact, are prized by some collectors.
When you look straight at the vase, there's a slight cast, but from other angles, as shown below, the color is very evident. There appears to be a ring of yellow inside the base that radiates throughout the glass.
Dimensions: The fan vase measures 8 1/2" tall x 7 1/2" across at the rim. It has beaded double handles and open beads around the rim. Pattern #400/Style #87F.
Marks/Dates: c. 1930's - 1970's.
Condition: No chips or cracks. Has been used, and has a few thorn or stem scratches on the inside of the glass.
Vintage glass may show characteristics of age, including allowable base wear, bubbles, pattern irregularities, straw marks (inclusions/cooling marks) or mold marks. And while free of cracks, chips and excessive wear (unless specified above), pieces may show signs of gentle use, including light utensil marks and color variations.
